[Update] Job Support Scheme, A $1.1 Billion Plan Receives An Extension To 24 October

Enhanced Jobs Support Scheme (JSS) salary subsidies, rental assistance, and a new Covid relief fund for stallholders and hawkers.

The Multi-Ministry Taskforce (MTF) has announced that Phase 2 (Heightened Alert) measures would be implemented from July 22 to August 18 in response to rising COVID-19 clusters.

In lieu of this, the Singapore Government has expanded its assistance package by a further S$1.1 billion for workers and companies affected by Singapore’s return to Phase 2 restrictions.

[Update] The enhanced JSS support has been extended from 27 September to 24 Oct 2021. New support levels are 25% throughout all sectors. This payout will be disbursed in December 2021.

Here is a quick summary of the latest support measures for businesses;

Enhanced Wage Subsidies

As discussed earlier, the Jobs Support Scheme (JSS) provides wage support to companies in order to help them keep their local staff (Singapore citizens and permanent residents). The Government co-funds a proportion of the first $4,600 of gross monthly wages paid to each local employee.

Under the new Enhanced JSS for Phase 2 and 3, the support will be increased to 60 percent for sectors inclusive of the food and beverage businesses, gyms, fitness studios, performing arts organisations and arts education centres. These are mainly businesses where tightened measures require them to suspend many, if not all, of their operations and they were previously eligible for 50 per cent JSS support.

For sectors that are not required to suspend operations but are significantly affected, wage support will be increased to 40 percent from 30 percent. These are companies in the retail sector, museums, art galleries, historical sites, cinemas, indoor playgrounds and other family entertainment centres.

[Update] The new JSS Support from 27 Sep to 24 Oct 2021 will support 25% of the first $4,600 of gross monthly wages of each local employee. For this new extension, all sectors with JSS enhancement will receive the same support level.

Increased Rental ReliefRental Support Scheme

Qualifying tenants in government-owned commercial premises will be exempt from paying rent for the whole Phase 2 period. This is an additional four-week rental waiver from the previous rental reliefs provided by the government.

For tenants in privately held commercial properties with an annual revenue of not more than $100 million, The Inland Revenue Authority of Singapore (IRAS) will disburse a half-month rental relief cash payout to qualifying tenants as part of the Rental Support Scheme.

The ministry is considering requiring the government, landlords, and eligible renters to share rental duties in order to ensure “fair burden-sharing”. The government recognises that some landlords may be experiencing genuine hardship, and it will evaluate their situations accordingly.

Additional Support

Besides the Jobs Support Scheme and Rental Support Scheme, the government will also be providing Food Delivery and E-Commerce Booster packages for local retailers and F&B businesses to diversify their revenue channels and offset operational costs of going online.

Additionally, the government will be providing support to Taxi and Private Car Hire Drivers by enhancing the Covid-19 Driver Relief Fund. Stallholders of market and hawker stalls in centres managed by NEA or NEA-appointed operators will also be receiving one off cash assistance.
